Jay Leach picked up off waivers by San Jose

News is a few days old, and not really related to the Devils, but I found it curious that Montreal put him on waivers and yet another team picked him up. It's my understanding that when a player hits the waiver wire, all teams get a crack at him in order, from worst to first. If that is the case, wouldn't the Devils have had the opportunity to pick him back up before San Jose? Does that mean they passed on him, or is my understanding of waivers not correct?
